The IRS has released Publication 502 Medical and Dental Expenses and Publication 503 Child and Dependent Care Expenses for the 2008 tax filing year. These publications are specific to tax filing, but can be used as general guidelines for Healthcare and Dependent Care Flexible Spending Account plans. The Plan Administrator is the final source for determination of flex plan rules.
